"Obamacare’s Failings Go Well Beyond the Individual Mandate and Medicaid," The Heritage Foundation

"The Fiscal Consequences of the Supreme Court's Healthcare Ruling," US News and World Report

Suppose instead that only the law's health insurance purchase mandate is struck down on constitutional grounds. The Congressional Budget Office has projected that eliminating this mandate would improve federal finances by roughly $282 billion over 10 years. This would lessen the law's fiscal damage—but not by enough to make it, on net, a true fiscal gain. Moreover, this outcome might not be politically sustainable, as it would likely result in large health insurance premium increases for consumers. Due to the quirks of Congress's scoring rules, this scenario would result in an "official" finding of a fiscal windfall for the federal government, even though in reality the healthcare law would still somewhat worsen the federal deficit.

"In Health Care Ruling, Vast Implications for Medicaid," The New York Times

Under the new law, the federal government will pay the full cost of covering those newly eligible for Medicaid for three years, from 2014 to 2016, and the federal share will then gradually decline to 90 percent in 2020 and later years. Administration officials say this is a good deal for states, but it may ultimately create new costs for states. Many state officials also worry that Congress will reduce the federal share and shift more costs to the states. “There is uncertainty, very commonly conveyed to me by states, that the law as written now will somehow have to change to address the federal government’s fiscal crisis,” Mr. Allison said.
